As it functions as Emergency housing accommodation for beneficiaries the rent for a derelict, run down, disgustingly unkempt living quarters/Caravan/shacks is astronomically high because the means to pay it ultimately falls on Work and income weekly and if arrears occur. This place is below the basic needs threshold and something needs to be done to help the tenants into healthier living arrangements.
